My parents have been raising my nephews for 7 years with full guardianship, they're 8 & 9. The Mother, who hasn't seen them in 7 years & has be charged with various crimes, is now saying that she is going to get a lawyer and take them away. She's in CA, they're in WI.

While no one can offer you any guarantees or promises, I would say her chances are not very good to undo the current custodial/guardianship relationship. There is a reason, and assumingly a very good and compelling reason, why the children were taken from her in the first place and the fact that seven years have gone by and she resides out of state, makes her case to regain custody, all that more daunting.
