Does the USCIS recognize a Mexican divorce?

More details to this question:
My son, a USA citizen, divorced his first wife, also a USA Citizen in Mexico. He afterwards married a Mexican national, in Mexico. He is now helping her apply for a Spousal Visa for the USA, through the U.S. Consulate located in Mexico. My question is : Will USCIS recognize this divorce, so she can get a Spousal Visa for the USA?
