How can a step parent visitation be arranged?

More details to this question:
My son is 2 and his "dad" has Serb him 4 times. I was with my sub the whole time. His "dad" now wants visitation what would a step up plan look like for him in Ohio? He also lives in a different state 2 hours away (just moved).
