How can my husband adopt my son?

More details to this question:
My son is 15 years old and my husband would like to adopt him. His biological father does not know him. What should we do?

In order for your husband to adopt your child, you either need the biological father's written consent or you need to file a separate action to terminate the biological father's parental rights.

Is the bio father paying child support? If not, why not? Regardless, about the only way it will happen is if bio dad signs over his rights in an adoption proceeding. If bio dad is in the boys life at all, that may be difficult.

You have to file a petition to terminate parental rights plus a step-parent adoption petition.

You need to petition the court to terminate biological fathers parental rights and your husband needs to petition for adoption with your consent.
