How can we gain adoption?

More details to this question:
My husband wants to adopt my daughter. He has been in her life since 2 months old. She has not seen her Biological father since March 14, 2017. I do not stop him from visiting he does not come. No custody court order is in place and child support was not needed. However, my husband carries her on all benefits, provides, etc. We have tried to get he biological to be involved and he just has not. However, he has to sign consent?

He does not need to consent in order to adopt if there has been no contact for over one year. You will still need to serve him in the proceedings, but he has waived much of his power to contest the adoption.
