Your remedy, if your ex is not following the Court's Order in any manner, is to file a Motion for Contempt.  It must be filed in the Court (County) where you were divorced, and you should attached a copy of the Decree that your ex is, allegedly, violating.  It needs to state that he/she was ordered to do a certain thing (or refrain from doing certain things), and that they are not abiding by the Order of the Court.    Hope this helps.
