How do I establish parental rights?

More details to this question:
My husband, a father of a four year old needs to establish parental rights and establish visitation. The mother will not allow my husband, the father, to see the boy and refuses to allow the two to be together.

You would need to file a petition to establish parental rights. In that petition you can seek to have parental rights and establish a custody and visitation order. You may also want to file a Request for Order seeking temporary visitation and custody so the time with your child can start sooner rather than later.
