How do I evict a family member from my mother''s home who is an crack addict and turning the home into a drug haven. My mother has Dementia/Alzheimers.

I have durable power of attorney and need to know how to effectively use it to allow my mother to enjoy the rest of her life in peace and free from a filthy and unstable home environment, because of the drugs and the unsavory people that my sister allows into the home. My mother is 87 and does need help in the home, but no agency will allow their employee''s to come into an drug environment with the potential of harm present!
