How Do I fix my past due arrears?

More details to this question:
My ex opened a child support case in New York in april 2012 which an order was made for me to pay $1,000 monthly for our two kids. The problem was that I was never served properly with the documents. Everything was sent at my uncles house which I hardly had any contact.I wasen't gaven the documents until two days before the court day. I reside in California.On april 2013 I finally got the modifacation of support after she filled for an uprising. The problem was that I have been unemployed since Feb.2012 and been receiving SSI in the amonut of $856. Recently I got a letter from New York State stating that I no longer owed any arrears to New York State, custodial party nor 3rd and 4th parties. The case has been transfered to Connecticut which now California is pending enforcement. The problem is that now Connecticut is telling me i owe a balance of $9,000 in past due support. I wanted to now if i could get help bringing my arrears down since I had been receiving SSI since the case open.

You need to act right away.  Go to the Department of Child Support Services office in your county and speak to a case worker about what you have written me.  That means you need to take all the paperwork you have received from New York and Connecticut.  You also will want to take documentation of your SSI claim and of payments you receive under SSI- that is, document that you are getting SSI and document the amount you receive.
