How do I get Ex to pay back Child support?

More details to this question:
Ex owes $135K in back CS, pays minimal amount each week (much less then Court Ordered ) works under the table. He is supposed to have a Life/Death Ins. policy for the lien amount but does NOT. How can I get this enforced?
