How does one get a case transferred from one state to another state?

More details to this question:
My grandkids were taken by CPS in St George, Utah. I live in Moses Lake, WA. I have notified the case worker that I want to file for guardianship. The interstate placement agency would not speak to me here in M.L. They have to be contacted by CPS. It's been said that I may be able to file something with the courts so I can expedite things, also because I cannot afford an attorney it would be pro se. Can you tell me if it is possible to file something here, if so can you tell me exactly what it is? Thank you.

No. Utah has jurisdiction over the children. You'll have to file there.
