How to approach finalizing a Divorce with issues still at hand

More details to this question:
Sister moved out on 8/15/13, filed for divorce 9/11/13( per Judgment of separation of property filed on 11/15/13 ordered that community property regime existing between X and X is terminated, and the parties are decreed to be under a separation regime, retroactive to the date of the Petition of Divorce, 8/16/13), her soon to be ex was served and signed 9/23/14. All the required steps have been met (Mediation, Parent classes, Family Wizard, etc.) she will only communicate w/him through OFW. She has tried to be amicable - but that only got her in more debt. Her lawyer has done nothing but the basics and constantly ask for more $,my sister has asked her lawyer to move forward on finalizing the divorce and address issues (harassment, does not pay the court order child support [ my sister herself filed contempt for, he paid that day but has yet since], forged her signature on property documents, on wont agree to final sep prop,etc.) What steps can she do next (herself) to complete DV?
