How to finalize U.S. divorce while in Mexico?

More details to this question:
My sister in law filed for divorce about 2-3 years ago. But her husband refused to sign the papers. While she waited she was also deported, so she can't go to a U.S. court to finalize the "true default" divorce. Can she finalize her divorce without having to go through Mexico's judicial system?

Service is mandatory so I'm not sure why your sister did not have her spouse served?  Another adult or a process server can serve and her spouse would not have to do anything.  If her spouse is still living in CA and your sister knows where he lives, we may be able to help. However, she would have to be sure that he would not 'respond' and that they do not have any issues (like children or property) that have to be resolved since she would not be able to come to CA for a court appearance.
