How to I terminate parental rights?

Ever since we got seperated my ex was always asking me to terminate my parental rights of our daughter. I have always said no.She has refused, not awknowledged my texts or phone calls and sometimes did not even show up in meeting places where we agreed to meet so I can spend time with our daughter. This happened for more than a year and a half. Now that we are divorced and has primary custody, she is still asking me to terminate my right as a parent. She has also gotten married and now has refused to let me see my child again because our four year old daughter had bumped her head on a book case in my house. My ex has been telling stories that I am a bad man and that she will get hurt again if she comes to my house. Since then she cried when she seems me. My daughter does not even know who I am. My ex tells our daughter that her new husband is her father. It is extremely hard decision on my part to finally agree with her on what she wants. Her new husband is a good provider for her and our daughter and wants to adopt her. Can we settle this out of court? Do I have to wait to get married myself before it is finalized? I know it is better for our daughter to live her life with her mother since I don't even see her no matter what I do.

I cannot advise that what you seek is what you SHOULD do, but if you have decided not to force your ex to comply with visitation but to relinquish your parental rights in favor of a step-parent adoption, you can do so.  Be careful.  The relinquishment itself will NOT relieve you of child support duties -- only parental rights.  If you want to ensure that everything happens as you anticipate it to happen, I suggest doing some background reading, and then consulting a family law specialist to make sure everything is done correctly.  The stuff you need to see for background is posted at: http://willicklawgroup.com/termination-of-parental-rights/. http://willicklawgroup.com/child-support/. http://willicklawgroup.com/child-custody-and-visitation/.
