If a babysitter was watching a 2 year old child and spanks them, is this considered child abuse?

The child has never been struck before, was struck with an open palm only once or twice as small punishment, and has a bruise. The sitter did not strike hard, so this may be a case of skin that is easily bruised. But if the parent justified to file charges against the babysitter?

Corporal punishment is permitted in some cases in Pennsylvania but it would be a very bad idea for a babysitter to spank a two year old hard enough to leave a bruise. Are you referring to a civil suit or criminal charges?
