If a wife leaves the state with a husband’s child and he files an injunction does she have to return to the state?

My ex wife is planning on packing up and leaving Pennsylvania to New York with her current husbands child without his knowledge. We also have two children in which we have a custody and visitation order. I want to know what happens to her if he files an injunction to return the child and what happens to her and my children even if I modify our order?
