If I try to collect child support from my childs mother, will that give her visitation rights? Has she given up her parental rights?

My daughter has special needs due to her mothers drug abuse during her pregnacy and sever neglect as an infant. From what I know is still using. Our court arangement was I was custodial parent and her mother could see her everyother weekend with no child support set up at that time. My child''s mother never showed up over 5 years ago and we havent heard from her since.
Collection of child support is independent of the parenting time; legally, that is. Reality is that if you try to collect, she will ask to use the parenting time that was previously granted to her.
