Baby mother and I agreed and wrote up a promissory note that neither one of us will file for child support unless our timeshare changes. Can she still file for child support regardless of the promissory note?

yes, you must have a court order. California law wants to make sure that children are well taking care of by their parents. A child has a right to be provided care by both parents.
