In WI a 16 year old child living in my home does not want to leave.

The mom is forcing the teen to go to foster or somewhere else because she doesn't want him here. We are friends. What are his rights? She doesn't want him, he just can't live here. The stepdad is a registered sex offender and the 16year old said he was touched by the stepdad when he was 12. It was looked into by the stepdad's P.O. and social services and they said the claim was unsubstantiated. The mother doesn't believe him either.
The parents are responsible for the child until they turn 18 and are adult. You can't just kick your kids out of the house; if the parents are not capable of taking care of the child or are otherwise unfit, a CHIPS petition can be filed in children's court.
