Intercept settlement

Is case has settled out of court, and being issued 1099 at end of year can child support intercept the settlement amount, when it's not public record

This is really unclear. I am assuming - but I may be wrong - that the other parent received money in a legal settlement in another case and you are inquiring as to whether the court can order that he be required to give you a portion of that settlement to pay child support arrears.  Assuming that this is all correct, then yes the court can order that.  You can also get a writ of attachment and levy his bank accounts if you know where he deposited the funds.  I would suggest consulting with a family law attorney in your area.
