Is the 28% split between the two kids or does each get 28%?

I have two questions. My first question is in regards to child support itself. I filed for child custody and currently proceeding with legal action for support. However, this is my ex's 2nd child and for the state that requires a 28% reduction from his pay. However, I am not sure if that is 28% split between 2 kids or 28% each. His ex-wife gets $600 a month right now. In my situation, I would need the $600 plus additional for childcare since childcare takes nearly all my monthly income. Also, on my case the state has the case marked no dockets with financial extensions for this case. What does that mean?

Th law is that the other of child #1 gets the first 30% of the father's net income; then mother #2 gets 20% of the net income after deducting the child support paid to mother # 1. With two separate mothers 28% is not any part of the equation.
