Is there a way he can sign over his rights without an attorney?

More details to this question:
My children's dad wants to sign over his rights. He hasn't had anything to do with them in several years like 3. And before then, it has been several years. He wants me to file something so he can just sign the paper and be done with it.

Is there someone else wanting to adopt? If not, the state is not going to agree to permit a father to simply sign away his legal and fiscal obligations, even if the mother likes the idea.
