I have been trying to get divorced for over a year now, it’s taken over 7 months for my lawyer to write up an agreement and she doesn’t email me or update me. Every other week if I get a communication back, it’s “by the end of the end the agreement will be done” that’s been going on for 4 months now.

I am sorry to hear about your situation and how frustrating of an experience this must be for you. Once terms are reach it only takes a couple hours for the attorney to put together the paperwork. If your current attorney is too busy for you, then you should seek out another attorney that can finish up the process for you.
