A friend of my filed for a divorce she has her divorce decree after six months, she got a letter stating her laywer was disbarred and that she is still married! She has to start over so how long could this take? Would she have to renegotiate her divorce settlement?

If the divorce were final she wouldn't still be married. She should consult another attorney ASAP and find out where she is in the process.
