my fiance has 3 daughters that he pays support for, 2 no longer live with the mother. what can be done?

one of his daughters has been living with her boyfriend for well over a year and the other daughter has not lived there since december. his ex wife is not allowing the children their money and we were wondering how to resolve this. in addition he had to take a new job and a significant pay cut.
