My husband lies about finances. What are my legal rights?

He says money is coming but I never see it. I only see his retirement pension. He told me had great credit and money in CDs before we got married. I never saw the CDs. He says there is a reason he is doing what he is doing. The IRS took my past 2 years of refunds because he did not file when he retired from the police dept. He said that he filed amended form and we are getting that money back. We are still waiting for the checks. What are my legal rights?
