Neutral Place of Exchange for Visitation

More details to this question:
A friend lives in Oneida. He wants nothing to do with his baby's mother, due to her being a sociopath & filing false police reports on him, including false charges to obtain a restraining order, just to play power games with him. She constantly violates it herself, driving by his home, & trying to get him to come outside to see her when the child is dropped off. He wants nothing to do with her & refuses to go outside. When he gets his child for visitation, is there somewhere safe that she can be dropped off so the mother can leave & be gone so he can pick up his child in peace & not have to worry about her saying anything or causing a scene, & be able to drop her off & be gone before the mother gets there, again, to avoid any drama? Where can we find these resources to help him & his child have as stress free a time & no chance of her being able to tell lies about what happened?
