Non custodial parent seeking custody at 16, is it possible, or can she runaway?

Help!! 16 year old wants to run away to me, her mom. I had sole custody until she was 12. All orders in CT. Daughter wanted to live with dad, who obtained sole custody & moved with her to N. C, 3 yr ago. I moved to California. 2012, I filed to have motion to modify & registration of foreign order, in N. C. My daughter, 14 at time, was asking to move back with me in CA. Dad avoided service & removed daughter from state, moved back to CT, where he has free attorney. My financial resources were exhausted. Final outcome, my visitation suspended, with no incident. Dad moves back to NC next week. I've read all about the Child Juristriction Act, but anytime I mention it, people laugh. Is this enforceable? I am a great mom, remarried, sole custody of 7 y.o, stepmom-2 teenagers, and full time job. My daughter desperately wants to be with us. Hired NC attorney to try and serve again. But could take months, and she is feeling failed. What would happen if she just came here on her own?
Teenagers... after a certain age, they can decide for themselves. If you're concern about liability, let the court know about this with the help of your local county family court self help center.
