Passports

More details to this question:
Court has deemed that we were never legally married. Technically on court docs i have joint custody, however about 5 years ago i was granted a final restraining order against my ex, and my kids are listed on the restraining order. I would like to take a vacation with my children but cannot obtain passports for them without his notarized consent. Is there anything i can do without this consent form?

I think that you can apply to court for a severance of parental rights, and that using that document you can get passports for the children.
