Payoff negotiation for child support arrears.

More details to this question:
My step son just turned 18 in August and went off to college. My husband is still paying arrears for his support. He owes $14,000 in back support and another $6000 to the state since the mom claimed assistance. Would it be possible to negotiate a payoff amount?

It would be possible, if the Mother would agree - the child's father would have to be the person negotiating the case - you, as the step-mother could not.
