More details to this question:
I was married for fourteen years. My ex husband retired from his state job in 2008. We were divorced in 2010. The divorce clearly states that I am entitled to half of his pension. I just filed a petition in family court for enforcement of an order of support. I have not been receiving any of his pension. Will I receive back pay? Can he and his attorney declare laches to deny me?

If you never filed a Domestic Relations Order and/or never served it you will not collect anything from the pension.
