PFA for X boyfriend

More details to this question:
My girlfriend tried to get a PFA for her X boyfriend and father of her child. He has been both physically and mentally abusive in the past and present. The judge in Philadelphia Family court denied it to her because he said she should have done something about it before. She has texts and emails that are relevant to the case but the judge would not listen to her for more then 30 secs. She filled all the appropriate forms. Is there any way to appeal this? She is constantly having to watch her back and he is known to be a violent character and possess fire arms.

She can re-file. Judges look to see if the threats are imminent (i.e. recent).
