More details to this question:
Hi my name is Kurtis and I need someones help. I have two children who I do not have custody of, I pay $400 a month for child support, but I can not afford to do so. I make befor taxes 1500 a month and the mother gets around 1600. After child support comes out bi-weekly I'm bringing home around $450. I am stuck and struggling. I'm getting backed up on rent and other bills. My rent is $635 a month, electric is around $150 gas is $120 water is $90. Plus gas for vehical, food, cellphone, car insurance etc. I'm stuck and I don't know what to do. I fully understand I need to pay support for my kids, but I can't keep living like this, not paying other bills, and struggling to even pay for where I live. Please do you have any advice at all for me?

File for a modification if your income has gone down. By law, creditors (including child support) cannot take more than 55% of your net income. Also, you have to be left around $900 net per month to support yourself. It sounds like you're right at that threshhold.
