QRDO HELP

More details to this question:
I have a qdro through my Ex old employer from 1999.(central states pension fund) Foc is now putting in so I receive all of it instead of half because he owes 80k in back support. Why do I have to wait till hes 57 If he hasn't worked for the company since 2000 and nothing is going into it. Why do I have to wait when it's mine.

It is likely because QDRO's are limited by the terms and conditions of the plan and that those conditions do not allow payout until he reaches 57.
