Relocating without the childern

More details to this question:
We live in N.Y., Mother looking to relocate for school & work and leave childern with their father. Our oldest currently lives with father. Father took legal action for joint custody for all 3. Can mother leave written note and leave? Or would mother have to likely remain in N.Y. and cant relocate?
