Step-father adoption when bio dad was very abusive

More details to this question:
My fiance has been in her life since I left her bio dad in 2005. I want the bio dad off birth cer. and my fiance to adopt her with his last name. I don't know what steps I need to take to do this.

You need to ask a loal NE attorney this question. At least in my state, parental rights are strong. In order to get the father out of the child's life you need to have him voluntarily give up his parental rights or file a petition to him him involuntarily give up his rights. The latter would require him to fail to meet certain criteria under state law. This is why you need to contact a NE lawyer.
