More details to this question:
I have been married for 3 years. I have an almost 7 year old daughter, with a custody ruling of no visitation to her birth father. He has paid $200 since the ruling in 2010 (he owes approximately $13,000) and has not seen my daughter since the weekend after she turned 3. We do not have an address for him, he calls maybe twice a year, the phone number is always different. My husband and I want to do termination/adoption. Are we able to get this done or would it be a futile effort?

You would certainly have a case against him.  Honestly, your daughter's father might very well agree to terminate his rights.  Your biggest hurdle at the moment sounds like finding him to properly serve him with the Petition to Terminate and for Step-Parent Adoption.
