As a blood relative of the children, you likely have the right to bring a suit (standing) for custody of the children. You need to file it in the court that made the current orders, if any. If the Mom has cleaned up and is now taking good care of the children, then you do not have a good chance of getting the kids. If on the other hand Mom is doing drugs, you have a better chance of getting the kids. You will need to allege and then prove that the children's present circumstances necessitate a court order changing custody because the present circumstances would significantly impair the child's physical health or emotional development. You should bring the suit as soon as possible. Standing for blood relatives is given in Texas Family Code Section 102.004.
