What are my legal rights and how do I get to visit my kids?

My children live in Louisiana and I live in Kentucky. After not hearing or seeing my children for 13 years, they are back in my life thru phone and internet. My daughter now 17 would like to visit with me but I am being told by her mother no. I did try to visit in 2005 but was told by my ex wife that she was going to call the police because I was behind on support payments so I didn't visit. Our custody order says we have joint custody and I pay my child support. I cannot afford to drive all the way to Louisiana as I do not bring home a lot money after support.
