What can be my best option so that our divorced will be finalized?

More details to this question:
Filed for divorce, saw Judge and took the papers back to clerk to enter the decree but, 13 years later I noticed that it wasn't signed by the Judge. I called the court house and spoke to a clerk and she would look it up and get back to me. Two weeks later she called and said the Judge didn't sign any paperwork in my case, she stated he was still there and would have him sign my decree and call and send a copy, it never happened. My Mother was diagnosed with cancer during this time and I didn't follow up. Jude never signed decree and it’s been 24 years, Judge is retired.
