What do I need to do to go pick up my daughter from my sister who no longer has temporary custody?

In 2007 my sister was granted temporary custody of my daughter. I was unable to care for her at the time. July of 2014 I filed emergency custody because my sister is unstable and it was only temporary. The order was filed in Montgomery co. PA. Because none of the parties reside there anymore and eggs child now lives in CA the case has been dismissed. My sister won't comply and let me pick my daughter up. Can I ask for a police escort? She is only going to argue with me when I get there and not give me my daughter. I just want my child back. And my daughter wants to come back so bad. Please someone help me. My daughter cries to me every day that she wants to come home.
Unless the sister registered the old custody order in the new state, I think as a parent you can obtain custody. I would get the birth certificates and various documents together and see if the cops will help. If not, go to court with a motion which you may need a lawyer to do.
