What happens when a supervised visitation is unsupervised?

More details to this question:
My two daughters are suppose to visit their father at his parents as long as he is supervised by his parents (court documents states this). I just got informed that the girls and him are at his sisters house without either of his parents(the supervisors). What should I do? What can I do?
