More details to this question:
We have guardianship of 3 kids and are starting to talk with them about adoption. Their parents are somewhat in the picture still. they can go months without calling and checking on them and they only see them at holidays or the childrens birthday party. they are family which makes it a little difficult. any suggestion would be helpful. thank you
You might want to see if the parents would agree to an open adoption, where you would adopt the children, but the parents could see them on occassion. You could also file to terminate the parental rights of the parents in certain circumstances. For example, if the parents do not contact the children for a six month period, you could possible terminate their rights on an involuntary basis. The requirements to involuntarily terminate parental rights are contained in Pennsylvania Statute 23 Pa.C.S.A. 2511.
