Oklahoma law is the same as federal. It is illegal to intercept or record a conversation (telephone or otherwise) unless at least one of the parties to the conversation consents. For example, you can record any conversation you are a party to. You can't record a conversation you are not a party to unless one of the people who is a party to it has knowledge and consents to the recording. You could therefore have software on your own phone that records all the conversations (so long as you don't let anyone else use it without telling them), but you can't put one on somebody else's phone without their consent.
