My brother lives in south carolina and he has a son who lives in new jersey. He pays child support but no longer wishes to be a part of the child's life. How can he give up his paternity rights? What is the charge meaning the fee?

Under New Jersey law, your brother cannot give up (terminate) his parental rights (or responsibilities) UNLESS someone else is willing to adopt the child and substitute for him.
