What recourse does my son have to protect himself financially?

My son is the alleged father to a child that resulted from a 3 week relationship. Baby was born with many complications and was flown to another state and has had undergone many tests and is expected to stay in the hospital for another 30 days. This baby is on a state funded program called Badger Care Plus. My son has asked for a DNA test be done to prove that he is the father, so that the baby can be added to his insurance policy if he is the father. His HR department is telling him he has 30 days from the date the child was born to add the child. The mother of the baby is being advised by her father not to submit said baby for DNA testing.

One possibility is to commence a paternity case immediately. That does not commit him to admit he is the father, but does permit the court to order a DNA test of mother, father and baby. Also a conversation with the insurer, asking for an extension of time to add the child to his medical insurance would be a very good idea since the testing might take longer, and it's far better for the insurer to pay what must be very large bills.
