What will happen to an interstate child support and can it be done?

Father lives in NJ. I live in PA. He says he got laid off but is supporting a 3 year old and simply can’t afford to pay my 15 year old son’s child support and wants it reduced. He never paid child support and never met my son.
I think as long as you and the child have lived in PA for over 6 months, you can file at your county family division. They will commence an action under interstate child support law and he can appear by phone at the conference.
