I was married in New York nine years ago, but my current permanent residence is in Taiwan. I am now visiting US for a few months in New Jersey. My spouse is living in Conneticut for the past year but moving to Netherlands soon (within a month). I would like to file for no contest divorce, I am wondering where should I file it ?

you should probably file in Connecticut and get your soon to be ex-spouse to sign all of the paperwork indicating consent to being served in Connecticut.  You will not be able to file in New Jersey.
