Which state should I file for custody in?

More details to this question:
My daughter was born in Georgia but we recently moved to Alabama because of an emergency situation. Her father was arrested for assaulting me and for child cruelty. He is currently still in jail. I would like to file for full custody while he is still in jail but I am not sure which state to file in. Thank you for your help.

You must file in the State and County in which you were living as a couple at the time of the separation.
