With joint custody can primary be both since equal shared time?

Both parties want joint with primary. If both can be then no dispute.

Primary does not really mean very much if you have an equal timeshare. It's really about shared custodial time.

There are ways to word the order to achieve your objectives but it is doubtful you can do it yourself by using the "kit" divorce material. I suggest you hire a lawyer.

You term is wrong, what you appear to want is joint legal custody with equally shared parenting time.

If parenting time is equal, then there is no "primary" parent This is actually a meaningless label because joint custody (joint legal decision making authority) means that neither parent has superior rights.
